Storefronts and awnings press in from the right, while traffic moves through the broad intersection beyond. Turner’s dense cross-hatching and energetic etched lines give the architecture, vehicles and figures a strong graphic character, contrasting with the more lightly drawn sky and billowing clouds.

Rather than presenting City Hall as an isolated architectural landmark, Turner places it within the everyday movement of Toronto in the early 1920s. The mixture of early motorcars, commercial signage and busy sidewalks conveys a city undergoing rapid modernization, while the Romanesque mass of City Hall remains the commanding visual anchor.
